Autominer and /ResetPrestiges

There should be 2 new things added to UN:
1. Autominer- Players should vote and they get auto mining minutes where they can afk and mine at the same time.

2./resetprestige- this command can refund %50 of the money on prestige.

This isn't vexed + auto miners makes the server depend on who got the best PC
