Having a problem with joining server

Hello Everyone as you see in the title , i am having a problem with join in server 

The problem is , when i join in the server the game says " Failed To Connect To The Server ", and sometimes it says " You Are Temporary Blocked in This Server."

and i dont know how slove this problem please help me...
